Having worked at the Nevada Test Site, and several national labs, even low level waste is kept secure until being disposed of at places like WIPP. I doubt these guys would have the ability to even get inside the main gates.
Sure, that is SOP. That said even in my high school some medical rafioactive waste went missing. Admittedly that was a long time ago.
But a friend of mine who worked as a mechanic at a nuke plant always brought home tyvek suits and stuff.

Last year An 82 year old nun and her accomplices broke into Oak Ridge, Tennessee nuclear site with little difficulty. The nun, Megan Rice, and two others cut perimeter fences to reach the outer wall of a building where enriched uranium was stored. The site was shut temporarily after the breach.

There are many sources of more-than-detectable radiation. Some can be bought legally.
Perhaps you worked at Hanford, and/or Los Alamos as I did/my family did. You would be surprised at how much nuclear material disappeared over the years and not just in ducting or piping or into the ground or even atmosphere. Some went straight out the gates.
