I don’t know. Maybe the local law enforcement didn’t want a bunch of ineffective government agents trampling all over the crime scene. Especially part time military personell.
I still think it is because from the very start, it is determined a criminal act, and going to be proceeded as handled by justice department.

In theory you’d think that would be good policework. However, firstly, I really don’t think the ‘police’ were at the root of the home invasion problem, and secondly, I think considering an entire town of 30,000 homes or whatever it was is patently bad ‘police work’.
