The EPA, DER, DEP, DNR, Dept Int, Dept Ag, all have final and complete “say” in regulating chemicals - insecticides, pesticides, fungicides - because of soil and groundwater contamination and in PA’s case, the Chesapeake Bay. Then, the ACoE (Army Corps of Engineers) gets heavily-involved, since “they own all water rights in the lower 48 states”.

Licenses & handling permits, proper storage, application techniques, record keeping, fees, monthly inspections for disease & insect infestation all fall under their purview and regulatory responsibility.

They can shut you down in 10 secs, or if you’re on ‘good terms’, give you a second chance to get it under control, with weekly re-inspections. They can quarantine entire production fields - corn, beans, fruit, potatoes, wheat etc - at a whim, and fine you right out of business.

The paperwork and record keeping for a medium Family Farm Business, as mine was, required 2-3 people and hundreds of hours/month, plus expensive training classes during winter months to keep all applicators’ licenses current.

Applicators’ Licenses had to be displayed along with all the other 15-16 licenses we had to have to be in business (Sub-S Corp), and numbers displayed on all trucks, ads, bus cards, stationery, websites etc. The rules & regs were beyond onerous, since 2007-08, when the EPA and other fed and state agencies went frigging NUTZ.

From 1990, it was fun to own and be in business; around 2008-09, it wasn’t fun anymore. I shut down and liquidated assets in 2011. Property and buildings will be auctioned this Friday. That $8.5mm operation was my retirement. It’s not worth near that much now.

I’ll be living in a refrigerator’s empty cardboard box, in a downtown York/Lancaster vacant lot, in a few years during my “retirement”.

Whatever you do, keep it to yourself and quiet, if you’re doing it for personal use. If it’s a commercial op, that’s a whole different bowl of cereal, murrie.
