There was NOT a second gun. The MIT officer's holster was rigged in such a way that the gun could not be removed.

Fox mentioned that too and I wondered why they said he got the gun. One thing bothers me.
tamerlan had the only gun as he was firing at the police and they killed him, his brother jumped in the car and ran him over. How did his brother get the gun from tamerlan in all that chaos?

Exactly how is a holster rigged to not allow extraction unless it has some sort of bio release mechanism? Who puts locks on holsters?

They walked up and shot him sitting in his car and they may not have had time to get into the car and get it or he fell in an awkward position.

I'd like to see that holster. Fifty years as a "guy guy" and I've yet to see much more than a simple lanyard or snap closure on a holster. What you describe would require a mounted pistol safe and I know of no Cop that would accept an arrangement like that for his weapon.
