Reid bill would require background checks to purchase explosive powders

Senate Majority Leader Harry Reid (D-Nev.) on Tuesday introduced a bill that would require background checks to be run on anyone buying explosive powder, a reaction to last week's Boston Marathon bombing.

Reid introduced the bill, S. 792, for Sen. Frank Lautenberg (D-N.J.), who has been out sick for much of the year. But in a press statement, Lautenberg said the Boston bombing shows that background checks are needed for explosive materials.

"It defies common sense that anyone, even a terrorist, can walk into a store in America and buy explosive powders without a background check or any questions asked," Lautenberg said Tuesday. "Requiring a background check for an explosives permit is a small price to pay to ensure the safety of our communities.

the Boston suspects got their black powder from fireworks.. are we going to require background checks for fireworks purchases?

I knew that was coming a few hours afterwards when the admin reps started sprinkling “low order explosive”, “smokless black powder” (idiots) and “smokeless powder” phrases in the press conferences.

If he means real explosives like RDX, PETN, and a box of flaked TNT, there is already a background check and license system in place through ATFE, the Federal Explosives License, which has several types and subtypes depending on what you are doing.

If he means to include PROPELLANT powders which by design do not “explode” then I have a problem.

He needs to rush this through before we find out the bad guys used match heads and sugar, or Stump Remover and sugar.

The big question is what doses he mean by explosive powder.

Given his long record of introducing and sponsoring anti-2nd Amendment bills he no doubt means the smokeless propellants used by handloaders to reload fired cartridge cases. Black powder that was used in pre-20th century cartridges is an explosive, but the smokeless propellants used in virtually all cartridges since then isn't. Smokeless propellants aren't classed as explosives by the BAFTE, not yet at least, and are sold by most gun stores.

The next step will probably be restrictions on lead since most reloaders reload with lead alloy bullets which can be cast from many common items containing lead such as wheel balancing weights, scrapped plumbing fixtures, old printing press lettering type, etc. I have about 50 lbs of lead I salvaged from the logs and dirt backstop on what I call my back-forty shooting range. I wanted to order a bullet casting kit from the Lee Loader website but they're out of stock and back ordered for the foreseeable future. I have propellant, fired brass cases, and primers, but I'm short of lead bullets and all of my usual sources are backordered from here to eternity.

… U.S. Senator Frank Lautenberg (D-NJ) announcing not one, but two "gunpowder control" amendments to the not-quite-dead-yet S. 649. S. Amd. 736, the "Explosive Materials Background Check Act," and S. Amd. 737, of the same title, appear to be essentially the same, with 737 apparently making some technical refinements to 736. A stand-alone bill is apparently also coming.

Basically, the legislation appears to impose the same background check requirements for the purchase of any amount of black powder or smokeless powder that are now imposed on the purchase of firearms, including, of course, the (in?)famous "Lautenberg Amendment," which retroactively bans purchases for misdemeanor domestic violence convictions.

The federal government refuses to disallow terrorists visas into this country but then demands we protect ourselves from them by denying ourselves gun powder. Sounds like our government represents terrorists and not We the People. It is time to abolish this federal government and start over. It is out of control and no longer serves us.

There are so many things out there that can be used to make an explosive there is absolutely no way to put the “explosive genie” back in the bottle.

They would have to figure out some way to erase the entire worlds knowledge of how to make explosives.

I honestly believe these people are descending into complete madness.
