In 2001 the intelligence that Bin Laden was wanting to make an attack on a major U.S. city using airplanes was just about the extent of what we knew for sure about that aim of Bin Laden’s, but it did not lead or point directly to any individual in a terrorist cell - UNLIKE as WAS the case with the Boston bombers and UNLIKE in the case of the Boston bombers where we already, supposedly, knew where they were.

2001 - some Al Queda guys want to mount an attack on a major U.S. city, somewhere, using planes

2012 - the Tzarnaev brothers, residing in the Boston area, are planning a major attack on a major U.S. city

so much for two wasted new federal agencies - the office of the intelligence Czar and DHS; just two more layers of bureaucracy, two additional layers of turf wars over obligations and responsibilities providing two additional ways for bureaucrats and their political leaders to point fingers at each other, resolving and solving what? nothing!!
