Metered just right much like an insulin pump a person could breath on mars without a suit, as far as I know its not a vacuum just not enough oxygen.
High altitude climbers can benefit as well.
Restaurants could have a crash kit with this in case of severe food choking.
Lifeguards, the list goes on and on, yes this is HUGE.

The atmospheric pressure is still too low on mars. Your lungs would hemorrhage etc.
On the other hand it could lead to carrying less oxygen when working on the surface.
