The people that did this should be tracked down and, at minimum, loose their job. A civil trial might also be an idea.
This needs to be spread far and wide. When the time comes to put the shackles back on the IRS the code needs to be written such that these types of crimes carry serious criminal and civil penalties. Sue the pensions off them.
