Why didn’t the president know about it, and why didn’t he prevent or stop it? It’s what presidents, and Attorneys General, are (supposed to be) for.

That’s the trouble with these “most ethical governments in history” and these “most transparent administrations.”

So much goes on in them that shouldn’t - and so much that goes on in them is hidden from the public.
