This has been SOP for the CIA/State for decades. We lived in the DC area in the 1960’s in an area, jokingly known as Spookville, Va.
When the ‘State’/ CIA agents rotated back to stateside duty, they gave up their State Department cover and reported to Langley. When they rotated back over seas, they magically became state department again.
The CIA in Benghazi was apparently running a guns/stingers/? supply center for the Muslim friends in Syria and Egypt of Obozo’s inside pro Muslim Brotherhood group. Obozo and his outhouse thugs were aware of these ops and may have set them up via the former CIA Director and their own Muslim thug now serving as CIA director/chief now.
There was, also, apparently a prison for some really bad Islamos in Benghazi. Waterboarding would have been the least of problems of prisoners in that facility.
Everyone should take a deep breath and look at the political damage that would have happened to the thugs of Obozo if these Benghazi realities came out and became subjects covered by Fox, Free Republic, conservative talk shows an conservative web sites. Just imagine how those elite anti America rat donors would have reacted if news of what Obozo had authorized in Benghazi was being discussed 24/7 in the ‘57’ states.
The Obozo thugs in DC would have lost a lot of political donations and power with their elite left wing supporters, who still blame Reagan and Bush for doing similar actions if the truth re Benghazi came out. So the 23 non state, aka CIA spooks/employees were thrown into quarantine in DC under the cover of being in a hospital. Each one was told if they said anything, due to their signed secrecy acts/papers, they would go to a federal jail for a long time.
