I beg to differ. Much of it is philosophical in nature, designed to convince the listener that he’s a benevolent Leader who has our best interests in mind. He knows if their criminal activity is discovered by Congress, and Congress grows a pair, then they’ll have to speed up their timeline.
Or, he could have just been bored today and had nothing else to do. ;-)
Now, if Hillary would shut up from the audience we could finish hearing him talk about “Hitler and fascism.”
So what will he do if he brings them to US soil and then they go on hunger strikes?

He wrote (gave an order) the military would no longer use a drone if it would harm an innocent civilian. That means no more drone strikes overseas.
He wrote (gave an order) the military would not attack a terrorist unless he was in the act of terrorism at that moment - he calls this the military acting in “defense”. That means no more attacks on terrorists unless they are attacking us right then.
My interpretation is, he is saving his Muslim brothers the world over even if they are terrorists.
