You just need a sponsor willing to give you money in exchange for running a Maoist insurgency. China has designs on Philippine territory, specifically the Spratly Islands

If you remember...it was the Maoist guys who started up Shining Path in Peru decades ago, and created a huge mess.
There’s probably even Maoists in the US today.
