The Internal Revenue Service has failed to turn over documents requested by the powerful Senate tax-writing panel, which is investigating the tax agency´s practice of targeting conservative organizations. Senate Finance Committee Chairman Max Baucus, D-Mont., and Sen. Orrin Hatch of Utah, the panel´s top Republican, gave the IRS a May 31 deadline to answer dozens of questions related to the special scrutiny the agency was giving to right-leaning groups seeking tax-exempt status. But the troubled IRS let the deadline go by.

I think the reason the pressure is growing out here is that we thought we elected people with spines, at least and all we seem to get are "strong talkers" but until I see or hear of subpoenas being issued to Holder, Susan Rice, Hillary Clinton, and mass issues to chieftains at the IRS!

As I understand it there were two contemporaneous contempt of congress findings, one criminal and the other civil. The criminal one could only be acted on by the Justice Department, and of course was ignored (by a federal prosecutor named Machen I believe, who also is involved in the AP phone case I think).
The civil case, as I understand it, opened up the possibility to file a civil suit for release of the documents Issa’s committee seeks. That case is still working its way through the courts.
I was prompted to keep an eye on this a month or two ago, because one freeper (forgotten screen name) noted that the judge considering the case seemed none too impressed with Holder’s arguments. A decision is pending.
For what it is worth, the other day I listened to an interview that Issa gave to Crowley and heard Issa slip in the statement that he expects to eventually get the Fast and Furious documents that are sought. Fast and Furious is not dead. It is comatose at the moment, but sometimes people and investigations (figuratively) come out of a coma.
If the taxpayer refused to turn over his documents to the IRS, he’d be so deep in doo-doo he’d never find his way out.
They may find a judge, but then they have to find someone to enforce it.

Here’s the thing....what they use for general purchases is the GPC card (Government Visa Card). There is an appointed person, and a AO (approving official).
Someone says they need $8,000 of decorations for the stage...the GPC card guy buys it, and has a receipt at the end. You need to keep the receipt and file it in the monthly folder. At the end of the period, the AO will go over the folder and look for issues. Then the folder is closed. What you can typically expect is an audit every two years, and someone opens the folders to view everything.
In this case, the AO failed miserably. The card guy just plain wasn’t going to worry about an audit. There’s some highly illegal acts, which will get you into a federal courtroom. The GPC card folks force you into training before you get the card and warn you of dire consequences if you don’t go by the rules.
In this case...I’d probably roll into the IRS with a one-hundred percent audit, and start shutting down the cards completely if people have shown complete fault.
Finally, I will say this...having been around the gov’t for thirty-odd years. There are people who absolutely should not handle or be given a GPC card. I’ve met these people and they were terrible at purchasing, at keeping records, and at handling any audit. I’ve seen a few who kept great records, monitored everything absolutely by the rules, and could pass a thousand audits. The IRS folks must have some pitiful folks who handle the cards, and I’d be fairly worried about things if I were a big-league manager at IRS.

The only question is, will COngress move on that fact or will patriots intervene directly?
