The obvious answer here is that the last two decades' school shootings and our civilization's general moral decline have changed the equation. But while this would explain the desire to keep students with real firearms off school grounds, there is no logical reason to apply this to toy guns. Saying otherwise is like claiming that because you wouldn't trust an 11-year-old to drive the family car to school, you won't let him bring toy cars with him, either; or that he won't be allowed to possess toy airplanes because he isn't ready to pilot a 747 for Delta. The same applies to the argument that bringing toy guns to school makes the leap to bringing real ones that much shorter; it's as nonsensical as saying that junior is more likely to steal the family sedan if you let him play with Matchbox cars.
Of course, there is the paranoia explanation: the school shootings have made people so fearful that anything smacking of firearms is reflexively rejected. And I'm sure this is a factor -- but I'm also sure there's more to it. What is it?
Conditioning.
Many have posited the theory that the goal here is to raise generations amenable to strict gun control by instilling the young with negative attitudes toward firearms. And how better to do this than with swift and sure punishment for anything that evidences even the thought of a gun? Doodle a firearm, point your fingers like one -- anything at all -- and, bang!, you suffer for your wrong thinking. Think doubleplusgood thoughts, little boy, about flowers and kittens and rainbows and what gender you want to be. And should a child be a tad recalcitrant, nothing creates negative associations with firearms like a two-hour, pants-wetting interrogation at the age of five.

If your kids are in the government school collective, then they are exposed to government indoctrination and statist peer pressure for at least 40 hours per week. Not to mention the statist indoctrination they receive from “entertainment” media for at least another 20 hours a week.
How are you going to compete with that? If your kids are in public school, and are subject to average exposure to media, most of them will already think their conservative parents are idiots and throwbacks by the time they’re 14.
The “public school” is the Bus Ministry of the State Church of Humanism.
The “public school”, including the “charter school”, is BY FAR, the largest, most expensive, most subversive, and most destructive entitlement program in the country.
The “public school” is better understood as the “government school collective”.
It is silly to imagine that you can fix the public schools, because the very concept itself is collectivist.
It is hypocritical to submit your children to an authority with whom you fundamentally disagree. Children do not trust hypocrites, so this will undermine your own authority, let alone influence, with your children.
Any child that comes out of the government school collective with their moral compass and common sense intact does so in spite of the government school indoctrination, not because of it.

If you want to win the culture war, have lots of children (see my tagline) and homeschool them or form your own school cooperative with your church or synagogue and like-minded friends and relatives.
Nobody loves your children more than you do.
Nobody can teach your children better than you can.
Nobody knows your children better than you do.
Your children would love nothing better than to be taught by you, if you start doing so before they are corrupted by the government school collective.
If you have children, make whatever sacrifices you must to get them out of the public schools.
DO NOT FEED THE BEAST!
Especially not with your own children.
And DO NOT TAKE GOVERNMENT “EDUCATION” MONEY!

It’s just a ‘nudge’ in the right direction. What harm could it cause?
Chicago had outstanding rifle teams up until about a decade ago. Somebody did a study of all the kids who’d been on those teams. Not one ever committed a ‘gun crime’.
News broke on that, Daley was embarrassed and the schools quietly ended their rifle teams. You can’t have facts get in the way of good rhetoric.
