White House suggests Obama will put off signing arms treaty until August

The White House signaled Monday that President Obama will delay signing a controversial arms trade treaty until after Congress leaves for summer recess.

White House spokesman Jay Carney said the president aims to sign the pact “before the end of August.” Obama could have signed it as early as Monday.

The National Rifle Association (NRA) opposes the treaty, and the delay would allow Obama to sign the pact during the August doldrums, with Congress out of town.

That time frame appears to validate the concerns of treaty advocates who had worried the administration would wait until the cover of darkness to sign a treaty opposed by a majority of senators.

“I think there’s a lot of political hand-wringing going on,” said Rachel Stohl, a senior associate with the Stimson Center think tank, which supports the treaty. “They know people are going to be paying attention to this particular issue on this particular day.”

The treaty covers small arms and calls on states to keep records on "end users, as appropriate."

That’s because the Constitution says that it takes 2/3 of those PRESENT in the Senate to ratify a treaty.

and of course the Congress is in recess in August.

If he does this stunt, it is time to rise up and toss them all out by force if necessary. I am beyond tired of this clown and his party abusing the constitution and procedure. Sorry, this is not a kingdom yet. Recess appointments are one thing but trying to get through something akin to a constitutional amendment must not be allowed to stand.

Can they make some kind of new law or procedural step in the mean time to preclude him from doing this?

You wanna bet he will pay to fly in all the dims and rinos who support this....

Obama has already made it clear that he can decide WHEN congress is in session and he has ignored not 1 but 2 rulings against his recess apopouintments to NRLB board....

He shall have power, by and with the advice and consent of the Senate, to make treaties, provided two thirds of the Senators present concur; and he shall nominate, and by and with the advice and consent of the Senate, shall appoint ambassadors, other public ministers and consuls, judges of the Supreme Court, and all other officers of the United States, whose appointments are not herein otherwise provided for, and which shall be established by law: but the Congress may by law vest the appointment of such inferior officers, as they think proper, in the President alone, in the courts of law, or in the heads of departments.

The GOP should use this as their campaign platform for 2014. It would work. 0bama does not have the support the media is lying to us about. Problem is, even in light of these scandals, 0bama will pull out all the stops to steal as many elections as possible for the Dem candidates. Think 'Allen West' in overdrive.

Wouldn't surprise me if 0bama's NSA tampered with electronic voting machines during the 2012 election.

We'd better get a true constitutional TEA party up and running before then, because looking at the Amnesty vote today, we have very, very few we can count on in the RINO party.

What would it take to get a real, operating political party to be a viable force in the next election?

GOPe is totally compromised - I don't think there is a way to clean it out.
