I have mixed feelings about this arming up. The reason I say that is because when the EBT cards and other aid stops flowing into the cities - and it will have to by rules of basic economics - then all hell will break loose and all law enforcement will have their hands full. The city orcs don't take kindly to their rations being cut off....
