I don’t know, but if a cop told me he ‘feared for his life’ when he’d just shot a Dachshund or similar I’d sue him in civil court for actual damages and treble (punitive) damages.
If a cop had just shot my dog and told me that, I would stay cool and not say anything.
But, mysteriously, that cop would disappear in a few months, never to be found, along with any enablers... Slowly, one at a time... And the community would be safer.
