Metro formally threatened him with imprisonment if he watered, weeded or otherwise cared for the flowers he’d planted.
in which case they would have to water and otherwise care for HIM. :P
I believe they have to say this. If he slips and falls while doing so, they may have a lawsuit on their hands.
