The state Lotterys lucrative advertising contract, the source of the political downfall of former state Treasurer Tim Cahill, is again under fire after a marketing firm led by a prominent Boston businesswoman lost the bid under the states diversity program.
The Patrick administration is defending the award of the $5 million Lottery contract to Connelly Partners, which is not owned by a woman or a minority but got credit for doling out a paltry $12,000 subcontract to a woman-owned vendor.

Government Diversity Contracting is the biggest scam this side of paving your driveway with leftover tar.

The only thing missing in that excellent summation is the word gated in front of communities.
Technically, she lost because she made an assumption [cue Felix Unger] and failed to provide a required attachment. Had she filled out that schedule as “not applicable, we ARE a woman-owned small business,” or better yet, offered an equally small subcontract to a minority-owned business, she’d be in like Flynn.
Giving preference to companies based on ‘minority’ status is illegal, wrong, and unconstitutional. It doesn’t matter if laws were passed to make this happen. Those laws are invalid and do not have the force of law.
The reason is that they discriminate on the basis of sex, race, sexual orientation, or part of the world that one’s ancestors came from.
