SPRINGFIELD — Illinois today became the last state in the country to legalize the concealed carry of guns after both the House and Senate rejected Gov. Pat Quinn’s attempt to rewrite the compromise bill. Senators voted 41-17 to override Quinn’s amendatory veto of the bill. Earlier in the day, the House voted 77-31 to overturn the governor’s rewrite. The measure now becomes law, though the actual ability of gun owners to carry a concealed firearm remains months away. The action by the Democratic General Assembly was a major repudiation of the actions of the state’s Democratic governor.

Well, it’s now law; but then what is the law? No one really knows. The State is strangely silent on just what one must do to qualify for CCW, aside from having a valid FOID card and passing a background check and paying a $150 non-refundable application fee. The kicker is that one also has to complete 16 hours of “saftey training,” but the State has not stipulated just what that training must comprise, or who would be approved trainers. Do veterans get a waiver? If one has a valid CCW from another state does that waive any of Illinois’ requirements. Is there any reciprocity?

House Bill 183 would create a path toward concealed carry for law-abiding citizens, while also ensuring proper safeguards, training requirements and mental health protections. The legislation sets forth specific requirements as to where it would be legal to carry firearms and what locations firearms would be prohibited, such as courthouses, schools, government buildings and stadiums, among other places. The legislation includes “shall issue” permits that would be issued by the state police to those who complete the 16 hour training requirement. A $150 fee will be charged for a five year concealed carry license.
