Really irresponsible parents who cannot feed dress or shelter their children EVEN WITH GOVERNMENT SUBSUDIES should have parental rights terminated and the children raised in orphanages run by private nonprofit organizations. Literacy was higher before compulsory attendance laws than it is now. Compulsory attendance was never (since Bismarck) about education, but about control.
