When I lived in Atlanta, I knew a good priest from Ireland (in Atlanta) as well as a good priest from Columbia.
Getting priests from other countries is happening across the country.
I don't know if the Philippines has a surplus of priests.
Getting a Spanish speaking priest in that part of the country may be a plus. The English of such priests may be questionable.
But would one rather have a good priest with questionable English or a bad priest with good English?
There are problems with bringing priests in - work visas, and perhaps a cost factor.

A Spanish-speaking priest could always say Latin masses, though, and I think there are those from Latin America who like the Latin Rite.
We’ve done the Latin America thing a few times.
They tend to be communists, and their Spanish does not resemble the Spanish of New Mexico, except very superficially.
