Sensenbrenner is wrong on this, hopefully it won't be just an uphill fight it'll be a vertical cliff.
Section 4 is outdated as is section 5.

While they’re at it, they can revert to property owners (or tax payers) being the only ones that vote, add drug testing for government benefits, and term limits for all of congress.

Why does Sensenbrenner feel he is anything but a fool regarding this? He isn't from a Southern State. That senile old man needs to retire back to wes-kan-sin.
News flash! The Voting Rights Act of 1965 is still in force.

The “voting rights act” is a necessary part of the commie DemocRATS’ voter fraud scheme. It is very difficult for the DNC and its union knuckledraggers and Acorns to pull off massive voter fraud without it.

Is it asking too much to be shown specifics on the discrimination that still exists? I would be happy with just one instance! Just one! And requesting or requiring photo ID doesn’t count!

Sensenbrenner senses an opportunity to Feel the Love with the House Slaves by showing solidarity over Section 5 Justice Department preclearance requirements being applied to jurisdictions that are, shall we say, "well to the South" of Oh So Enlightened Wisconsin.
Unless those requirements are applied everywhere in the nation the whole mess will be back in Court again.
And I don't think Madison is ready to put up with those requirements.
He clearly does not appear to "get it." The conservative litmus test here is "Equal Justice Under Law," and the constitutional standard is equality in each of the State's relationship with the Central Government.
If he hasn't considered, or has considered and then rejected those ideals, he is not a "Conservative."
