Actually, I think the Judges are the clergy. The Senators are the upper nobles (Dukes, Marquis, Counts, Earls) and the House the lower nobility (Barons).

Here's my idea for Detroit:

Tell everyone -- and by that, I mean everyone to leave.
Bulldoze everything -- and by that, I mean everything.

Then sell the land by the acre to anyone with real money.
It's a good location -- it would have zero crime, zero welfare, zero aging infrastructure, zero liability, or pension or union burdens.
Clean slate -- new frontier. A spanking new city in America, IF you want to invest serious money and build the future.
