(1) Get tough with municipal union contracts, including perhaps the Wisconsin plan to restrict municipal union collective bargaining power.
(2) Cut down on crime through more robust policing using more updated techniques, with Giuliani's reforms in New York as a model.
(3) Adoption of "enterprise zones" (as originally promoted nationally by Jack Kemp in the Reagan administration) to attract new startup businesses to the city by easing up or eliminating burdensome taxes.
All good ideas.
Herman Cain suggested making Detroit a “Free Enterprise zone” and was savagely attacked by FReepers who wanted fairness.
I personally think its a good idea and can provide a great example for many other cities facing collapse. It can also provide an example for conservatives to point to as how less taxes are good for the economy.
The central problem with Detroit goes beyond those points. You could police the city like the Giuliani model, but the residents make it clear they don’t like tough policing. It’s the current citizenry by and large that remains the single impediment to improvement. Until their influence is diminished and/or removed to elect responsible individuals and supplanted with a responsible, accountable and moral citizenry, Detroit can never be set back on the right course.
