That was the New International Version. I'm glad you asked. I should have used what I consider a better translation, the Lamsa Bible:

24 ¶ Now when Pilate saw that he was gaining nothing, but that instead confusion was increasing, he took water and washed his hands before the people, and said, I am innocent of the blood of this righteous man; do as you please.

I suspect that Boehner, like Pilate, wanted the evil deed done by others if possible, so he could claim innocence. Boehner has made very strong hints in public that he wants citzenship for the Dreamers.
