Why stop at the neighborhood level?
Why not integrate “protected classes” right into the homes of privileged white people? Allowing white families to live within their own four walls is a “subtle form of discrimination,” is it not?
You are probably not far off!
Who's to say that's not part of "Phase II?"
I think this happened in a book I read once.
Ummm, they're already ahead of you my FRiend.
They're pitching an “empty bedrooms” idea where people with excess bedrooms in certain areas will be required to lease them out. Or pay a penalty/tax on those excess rooms to contribute to “low income housing”.
Aint socialism grand?
We were dealing with the same kinds of things as far back as the 80s. The powers-that-be ordered the U.S. Fish & Wildlife to "diversify" by hiring more black female wildlife biologists, huge penalties for not making the quota (although they didn't call it a quota, it was). It never occurred to them to ask just how many black females would actually choose a career as a wildlife biologist. Pretty sparse numbers, but that didn't stop them from having the policy.
Yes and the obama administration can lead by example by providing housing for the downtrodden right in their homes. Heck they should allow felons to “date” their underage daughters in order to demonstrate their compassion.

When the bastard sits down to dinner he’s going to get poisoned by me!
