WASHINGTON — Since the beginning of his second term, President Obama has appointed campaign fundraisers, party allies and other political figures as ambassadors at a level that is now almost double what has prevailed in the last few administrations.
More than 56% of Obama's 41 second-term ambassadorial nominations have been political, compared with an average of about 30% for recent administrations, according to U.S. government figures compiled by the American Foreign Service Assn. Of the political nominees, at least half have had fundraising roles.
The trend has emerged as the nomination of Caroline Kennedy to be ambassador to Japan, announced Wednesday, could renew the debate about selecting political allies who may have little diplomatic or country-specific expertise.

At many posts, a career diplomat is the real power behind the throne. Usually it’s the Deputy Chief of Mission (DCM). All one can hope for is that any political appointee be sufficiently intelligent so as to not cause problems while on the sip and gossip circuit. Just show up to fly the flag, shake hands, smile, and arrange lucrative business deals for your buddies. The drones in the Consular Section will handle the rest.

The author is being incredibly kind. The few times I’ve heard her speak she sounded like she had an IQ of 80. I think the Japanese will be insulted and will take advantage of her naiveté.

That's because she got laughed out of her bid to be appointed NY Senator when people discovered she could not speak intelligible English

Except for trying to wangle a job as Senator, sitting on various boards of directors, co-chair Obama's Vice Presidential Search Committee, campaigning for Obamma, giving a speech at his nomination and all the other things well connected democrats do to secure appointments to jobs like Ambassador to Japan for which they have no qualifications.
