My view is that if you can do it without putting public safety at risk, it's better to avoid putting non-violent early offenders into a prison environment that supports recruitment by Islamists, militants, and hardened criminals. At least they will have some shot at leading a normal productive life. Irrespective of Holder's motivations, whatever they are.

We know Holder could care less about white, Hispanic or oriental prisoners, unless the Hispanics are illegals, so that means he is doing it to lower the prison counts of black people. It’s not a bad plan, providing the non violent part and the non gang part are strictly adhered to. He might throw in non Hip Hop and Rap too.
