Phil Restino is charman of the Central Florida chapter of Veterans For Peace (136) to tell the history behind VFP Resolution 2011-7 calling on the U.S. Congress to immediately begin impeachment proceedings against the Democrat President Barack Obama for war crimes – the same war crimes cited for the VFP resolution to Impeach GW Bush.

Restino also discussed the current VFP Resolution 2013-10 to be voted on Saturday August 10th at the Veterans For Peace National Convention in Madison, WI.

According to Congressional representatives Barack Obama has violated the rules set that clearly state that the President must seek Congressional approval before using military force. Now he says it was OK because he had international support. But how does that make it okay? They aren’t our Congress. They don’t determine what is right or wrong for us.

CONCURRENT RESOLUTION
Expressing the sense of Congress that the use of offensive military force by a President without prior and clear authorization of an Act of Congress constitutes an impeachable high crime and misdemeanor under article II, section 4 of the Constitution.

Whereas the cornerstone of the Republic is honoring Congress’s exclusive power to declare war under article I, section 8, clause 11 of the Constitution: Now, therefore, be it

Resolved by the House of Representatives (the Senate concurring), That it is the sense of Congress that, except in response to an actual or imminent attack against the territory of the United States, the use of offensive military force by a President without prior and clear authorization of an Act of Congress violates Congress’s exclusive power to declare war under article I, section 8, clause 11 of the Constitution and therefore constitutes an impeachable high crime and misdemeanor under article II, section 4 of the Constitution.
