Most people means to reduce to 10% of it’s former value or number—that is, to kill/remove 90% of the population in question.

But, that is not true. “Decimate” means to reduce by only 10%, to 90% of it’s former strength. At one point in the history of Rome (well past it’s peak) it was decided that a good way to motivate the Army would be to kill 10% of a division’s troops, leaving the remaining 90% more motivated for success in future campaigns. This was called “decimation.”

A short term management strategy, at best. But back to my point—Obama was probably technically correct: If we’ve damaged Al Qaeda by 10%, we’ve decimated them, and also, motivated them. History repeats... weird.

FWIW, Decimation was a term used by the Roman Legions for collective punishment where soldiers were lined up and every 10 th soldier was killed with a sword
