Isn’t it a constitutional requirement that all funding bills begin with the House?
1. They could refuse to raise the debt ceiling.
2. They could refuse to put ObamaCare in the budget.
But its not a constitutional requirement that THIS ONE end in house which is what is being suggested , and so it wont happen.
In other words a bill could start out defunding Obama care in house, and still end up funding it by the time Obama signs it. So nothing still happens.
Is Rush claiming that is unconstititional?
They could impeach Obama in House too and worry about the Senate later, but Cruz says they dont because they dont have votes in Senate to finish the job.
BTW : I dont know what Rush is telling you but if no budget is signed by Oct 1 Obama care is still funded as it was classified as essential like SS, so that strategy doesn't work either.
Neither of those cuts Obama-care funding unless Obama signs a budget without it, because O-care funding is classified like SS and medicare.
Actually shutting down is a way to change the subject away from Obama-care since there is no defense budget for FY14 so the troops pay stops.
So troops stop getting paid and Obama-care money keeps rolling. This is why nothing will happen/.
