President Barack Obama on Thursday will unveil a broad plan to lower the cost of college, the highlight of which involves a new ratings system that ties the federal government's allocation of financial aid to the ratings system.
Obama's plan would instruct the Department of Education to rank colleges with their peers, according to new measures that evaluates their success and affordability.
Some of these measures, according to the White House, include the following:
* Access, such as percentage of students receiving Pell grants;
* Affordability, such as average tuition, scholarships, and loan debt; and
* Outcomes, such as graduation and transfer rates, graduate earnings, and advanced degrees of college graduates.
Obama will talk about this plan during two stops on a bus tour in Buffalo and Syracuse, N.Y., on Thursday.
Obama wants the ratings system to be in place by the 2015 school year. If all goes well, the government would start allocating financial aid according to the system by 2018 a time span that would give colleges opportunity to adjust for the new system. Students attending higher-performing colleges could receive larger Pell Grants and more affordable student loans, the White House said.

So first he nationalized the student loan system and now he is going to muscle colleges into taking more students who receive pell grants and other programs that he has his own socio-political reasons to support.

By doing this isn’t he conceding that No Child Left Behind is a success? In face of opposition by his union buddies? Wouldn’t colleges just ‘teach’ and ‘administer’ to the new criteria? Maximize aid by making sure their students get employed?
And wouldn’t a direct outcome of this be that the Ivy’s, which are able through their alumni networks to place their graduates easier, end up with more subsidies while the smaller liberal arts colleges that prepare students for graduate schools get screwed?

I am of the opinion that the only areas that Government “needs” to be involved in education is to decide for the Federal government (for hiring purposes), what constitutes a high school diploma and a college degree.
The only area that they MAY get involved in would be the establishment of a system for transferring credits across state lines (interstate commerce), but which is really unnecessary.
Which, as we know, will make the higher-performing schools far more expensive. So the "affordable" schools will be the poorer performers. What kind of thumb on the scale will save the historically black colleges?
