So, despite what the War Powers act says, the Congress can fall back on the Constitution....heaven forbid they’d think of such a thing. /sarc

There hasn’t been a declared (and therefore legal) war waged against a sovereign nation by the USA since 1945. And Congress is largely to blame. It has been happy to let the Executive Branch wage war with little more than a fig leaf called “authorization” (and sometimes not even that); this way, if things go badly, the POTUS gets most of the blame. Cynical and shabby.
He doesn’t need a brain, either. It’s a no-brainer./irony

What would have happen to FDR if he had ordered our Flying Tigers to attack the army of China instead of Japan’s air force and troops in China? The same evil Japanese military that killed our sailors and others on December 7, 1941.
