Sometimes. But if you're a person with an IQ 15 pts under the average, it will be real tough for you in a world where the average IQ is needed for any job that requires a modicum of intelligence instead of just a strong back. And today there's less and less jobs where a strong back in the only requirement and more where you need an education. Some kid, white, black, or whatever, who runs around with his pants around his knees, making gang signs, smoking dope, and getting into trouble is someone I would call a useless oxygen thief.

I.e. don’t give me that IQ excuse, unless we are in such extreme territory that the person can’t even function e.g. deep moronism and the person is a basket case.

Wisdom is what puts the resources at hand to the best (or through denying it, worst) use. Being able to add and subtract but taking a little longer to do it than the average person will still keep you going in most circumstances, if you don’t let yourself fall to the folly of excuses. And anyhow IQ is like rating people by their weight, or their height. There is a large set of measures of mental quickness and capacity, and I’m personally surprised that IQ hasn’t long ago given way to at least an array of 10 separate measurements.
