Here it is: Congress, and only the Congress, has the constitutional authority to declare war. Congress does NOT have the authority to anything more or anything less. Once the Congress VOTES TO DECLARE WAR it is up the the Executive Branch to manage that war.
So...either congress declares war on the government of Syria or they and Obama should shut the “f” up.
That isn't what he's really worried about. He's worried that they will enter the playing field and vote NO.
