I believe if you checked every congressman and senators investment portfolio and forced anyone that is invested in any healthcare exchange and pay back any profit ( or tax it at 99% as Obama did to wall street types bonuses )it would be simpler to get rid of this scam.

Open markets are so terribly inefficient in the view of crony monopolists and feral government bureaucrats. It's so much simpler to shake down single organizations for "voluntary" contributions than have to shake down multiple organizations.
