I would venture to guess that half of all EBT cards get sold for lower amounts of cash, and the ones that are kept are used far more for processed foods and junk foods than fruits or meats.

I agree with the second part but my state (in the west) did an investigation and concluded that about 3% of EBT cards in this state were involved in fraud. It is possible that in some deep urban areas of the country that your figure might be on the mark.
