Washington – Congressman Scott Rigell recently asked House Republican leadership to use ‘the power of the purse’ to defund the Patient Protection and Affordable Care Act as part of appropriations work in September. Rigell also announced his support of H.R. 2682, the Defund Obamacare Act of 2013.

In a letter to House Speaker John Boehner and Majority Leader Eric Cantor, Rigell said: “This fall, Congress has the opportunity to exert its influence and include language in our appropriations bills to defund the Affordable Care Act. I agree with dozens of my colleagues who recently signed onto a letter recommending this and believe that action is needed to spare America from mandatory government-run health care.”

Rigell pointed out the devastating, but not unexpected, impact the law is having on employers, some of whom are beginning to drop coverage for employees’ family members. Last month both the University of Virginia and UPS announced changes to their employee coverage plans because of the health care law.

“Businesses are reeling with the costs and uncertainty presented by the Affordable Care Act,” said Rigell. “This is hurting American families in my district and across the country.”

Labor unions have also expressed opposition to the health care overhaul recently. The Teamsters, United Food and Commercial International Union, and UNITE-HERE shared this sentiment in a letter to Democratic Leaders Harry Reid and Nancy Pelosi: “On behalf of the millions of working men and women we represent and the families they support, we can no longer stand silent in the face of elements of the Affordable Care Act that will destroy the very health and wellbeing of our members along with millions of other hardworking Americans.”

Rigell has been a vocal opponent of the health care law and has voted to repeal it more than 30 times, advocating instead for a more patient-focused solution that reins in medical costs, such as H.R. 2300, the Empowering Patients First Act. When Congress returns in September, he will formally co-sponsor H.R. 2682, the Defund Obamacare Act of 2013, introduced by Georgia Representative Tom Graves.

Scott Rigell did not vote against this because of the Obamacare funding.

He voted against (and was likely given permission to since the vote was won anyway) because he has been on a mission to stop this “Continuing Resolution” nonsense. ]

He opposes using CRs to fund government, and wanted to tie this CR to a requirement to actually pass the real appropriations bills in December.

Remember that we are supposed to have 13 appropriations bills, all passed by September 30th. Instead, we have NONE passed, so we need this stupid “CR” to fund things until we get around to passing the actual funding bills.

Rigell’s statement: “The upcoming continuing resolution vote, set for Friday, is a perfect legislative vehicle to advance our shared goal of returning to regular order.”

Rigell was pushing a resolution to bar Congress from taking off more than five days at a time until the 12 appropriations bills are passed, calling it the “Govern Before Going Home” resolution.

He supported the move to defund Obamacare. I don’t care if people want to primary him anyway for any reason they care to push, but it seems unfair to attack him for the wrong reason.

And as others have noted, his goal in getting back to regular order is to get the defense appropriation bill to put back the sequester spending, because of the damage it is doing to people and businesses in his district.

He’s not the perfect conservative, but he’s pretty reliable, and the area he represents is subject to a democratic challenge.

He definitely does not want a shutdown, because his entire district “lives on the government teat”, being a heavy military district. But I don’t think those supporting the shutdown really see funding our military as the problem.

In a shutdown, Obama is likely because he’s a partisan hack to make sure that ALL the pain is suffered in the military, while Obamacare gets fully funded as “emergency spending”.
