The only way around this problem in the future is to make IRS agents personally responsible for such abuses, no matter who ordered them to obey.

Lots of SS soldiers ended up dangling from a rope, even though they were only following orders. So IRS employees need to be given a deal: If you refuse to improperly audit someone, you might be fired; but if you obey, you might end up in federal prison. If not immediately, then after that corrupt supervisor is long gone.

My brother-in-law who is an air freight pilot participated in one of the early Tea Party rallies in 2009. A news photo of him holding a sign appeared in his daily newspaper with a caption identifying him by name. In the spring of 2010 he was audited for the first time in his life by the IRS. What the audit discovered was that he had overpaid his taxes by $3,500. He got a refund.
