If she is correct, she does not qualify for a subsidy. She qualifies for free Medicaid.

Almost all colleges/community colleges offer insurance. Sometimes it is more expensive than what you can get on the market (my son has bought his own insurance a couple of times rather than pay the school’s rate), but I bet it’s a lot lower than the Obamacare rate. The school policies can include dependents as well. She should see what her university offers re student health costs.
