He is a dictator. He won’t pay anything. For some reason he actually has the power to decide not to pay the military, SS, welfare, interest payments on the debt, etc. He can simply say “I’m not paying anything. It wouldn’t be fair to pay SS and not pay the military.” I can only assume the NSA gave him this power.

Read the 14th Amendment. Obama *must* pay the interest on the debt from revenues FIRST. He is constitutionally bound to do so.
Of course, all spending bills must originate in the house by the Constitution too, but that doesn’t stop Reid from originating his own bills...
When will the madness stop? We no longer have a government based on the rule of law.
The debt could be serviced with interest payments. The Administration is bluffing. Republicans in Congress should be calling the bluff.
And BTW, non-essentials are non-essential, so lay them off permanently.
