Feds reviewed only one bid for Obamacare website design (Obama Campaign Contributor?)

Federal officials considered only one firm to design the Obamacare health insurance exchange website that has performed abysmally since its Oct. 1 debut.
Rather than open the contracting process to a competitive public solicitation with multiple bidders, officials in the Department of Health and Human Services' Centers for Medicare and Medicaid accepted a sole bidder, CGI Federal, the U.S. subsidiary of a Canadian company with an uneven record of IT pricing and contract performance.
CMS officials are tight-lipped about why CGI was chosen or how it happened. They also refuse to say if other firms competed with CGI, or if there was ever a public solicitation for building Healthcare.gov, the backbone of Obamacares problem-plagued web portal.

Was this ONE-BID contract a form of kickback? Did CGI contribute big bucks to the Obama campaign? And why did a CANADIAN, not American, company get the ONE-BID contract?
The MSM won't ask these questions but perhaps REAL journalists can investigate this matter.

It could be that this company worked on coding on the Canadian single payer system. They may have used code for the Canadian system, gutted it and used modules of code for what is needed now.
Then if they get their way and get single payer, they will have the coding for it.
Even if I'm wrong, there had to be some deal with this company. Secrecy would have been part of the package.
They used to have to provide justification for sole-source procurements plus they had to be Buy American unless they used more justification which was not a slam dunk back then. Obviously about anything goes now.

Someone needs to look into this. I was reviewing some of the filings on EDGAR for CGI, wondering if some connection might be found with one of their investors.
One of them caught my eye - BMO Financial group, out of Chicago, Illinios. Wasn't this one of the firms that was also a major benefactor of TARP?
I smell a rat!
