Snowden worked for the CIA for two years. He was stationed in Geneva, Switzerland and worked under diplomatic cover as a computer security tech. As a member of the diplomatic community in Geneva it's possible he came in contact with diplomats from the Russian embassy. The Russians may have recruited him as far back as 2007 and ultimately steered him to the NSA. After accessing as much data as possible from NSA the Russians may have suggested he expose secrets through the international news media to embarrass the U.S.

Former National Security Agency systems analyst Edward Snowden says that he did not take any secret NSA documents to Russia and that intelligence officials in China as well as Russia could not get access to the documents he had obtained before leaving the United States. Uh huh. And Russia and China helped him just because he's a nice guy and they felt generous.
