A year after Superstorm Sandy, federal aid trickles in (90% of aid money unspent?)

...only a fraction of the aid money earmarked for recovery has been used, in what some claim is a painfully slow and opaque process.

Only $5.2 billion of the pledged $47.9 billion had been tapped by cities and states by the end of August, according to the U.S. Department of Housing and Urban Development. And tracking those funds has been complicated, lawmakers said.

"Transparency is woefully lacking. We don't know where the money is. We know people have been approved for grants, but the money has not been distributed," said New Jersey Assemblywoman L. Grace Spencer, chair of the environment committee.

The funds flow from the federal government to affected states, which hire contractors or give money to local governments to spend. Recipients as well as those who try to assist them say that accessing the money is exhausting.

"It's been hell. All I have done is fill out paperwork," Nicole Chati said. "No one comes back to you with an answer."

"Red tape is a critical reality that frustrates our impacted residents more than it should. It's awful for those suffering most, and we are working tirelessly to deal with it," Michael Drewniak, a spokesman for New Jersey Governor Chris Christie, said in an email to Reuters.

"Usually it's not the state or the big city - they don't run off with the money," said Nancy DiPaolo, a Board assistant director. "It's when it starts getting broken down and down and down. The big question is, who sees that?"

The disaster continues when the government shows up and says "we're here to help." Explanations do not seem to be forthcoming as to whether it's the feds, states, locals screwing it up here. I assume all of the above in descending order of culpability.

Isn’t the company that is handling the money for the Storm Sandy funds the same one that is handling the Obamacare website ?

Distribution is less than the current bank rate of interest rate of monies provided for resotation..
And they are now responsible for HealthCare ... rite !!
The same people who gave you the OBommaCare.gov website are also responsible for the distribution of the Hurricane Sandy Federal relief monies.
They blame the delay of funds distribution on dealing with insurance companies
That's gunna work ,... NOT !

FEMA started out as a government run insurance program. They quickly farmed it out and everything is done through the insurance companies....as far as I know. Premiums are out of sight in many cases....and there are many cases where people are getting scr*** royally because they don’t know how to fight the system. We had a case here where the floor plain elevation was the second floor of an existing building...a royal mapping area. It was disgusting working through the process of telling them their maps were WRONG.

2. Steal the money

You cannot steal the money until you loosen the purse strings. Any and all of these “projects”, “funds”,etc. are scams. The money is stolen by the DNC, probably the RNC, and high ranking officials.
