For anyone remotely familiar with how these things worked, Obama’s lies were just as preposterous as if he’d promised: “If you like today’s weather, then you can keep it that way”.
And, of course, the employer mandate was put off because anyone remotely familiar with how that works knows that it will be far worse, and impact several times more people than implementation of the individual mandate.
But I’m not completely dismissing the possibility that Obama believed what he was saying. He’s that much of an ignoramus on most subjects, except on how to be a Con Man and shameless liar.

Of course, any change, however slight, causes you to lose the grandfather status, so Insurance companies will drop all the plans as they come up for renewal.
