Chief of Police isn’t a certified officer in Michigan
DETROIT, MI - When faced with an attempted carjacking of his unmarked squad car, Detroit Police Chief James Craig just drove away. As it turns out, there isn’t much that the police chief could have done. Why? The chief of police is not a certified police officer in the state of Michigan.
Relaying his story to a crowd of about 50 people at a community meeting about Detroit’s carjacking problem, Mr. Craig explained that he “accelerated out of harm’s way,” rather than arresting the suspect.
Because Mr. Craig is not certified as a police officer, he does not posses the same authority to detain suspects based on reasonable suspicion and make arrests based on probable cause. Therefore, he is limited to making citizens arrests, which, under Michigan law, require a felony to have been committed.
According to the Michigan Commission on Law Enforcement Standards, Mr. Craig was sent paperwork for obtaining the certification in July, when his tenure began, but has thus far failed to return it.
This isn’t the first time Mr. Craig ran into troubles with obtaining state certification. At his previous post as chief of police in Cincinnati, Mr. Craig made a request to be waived from taking the state officer certification tests. Although he was granted a waiver from the vast majority of the training requirements, Mr. Craig was not exempt from requirements relating specifically to Ohio law.
Rather than fulfilling these requirements, Mr. Craig filed a lawsuit arguing that the test was unfair to out-of-state chief candidates and that the amount of time he would have to devote to preparation would be better spent elsewhere. Ultimately, he dropped the lawsuit after accepting the position in Detroit.
As of last week, there have been 582 carjackings in Detroit this year.

In the ‘90s in North Miami, Florida the city council decided that black police officers didn’t have to swim to be hired, since in the ‘60s there was no place for them to learn it. Guess the “negro” beach on Dodge island and the swimming pools in Liberty City didn’t count.
Third world countries have higher standards.
After the Ohio lawsuit, why did Detroit even consider this guy? Hello, anyone awake in there? You all didn't see this as a huge red flag?

Maybe when he’s through looting Detroit, he can move down to Carmel-by-the-Sea, or Beverly Hills. Reminds me of Chief Moose, from Maryland, or was it Delaware?
i call bull on this story...he made up this story to try and prove that anyone can be a victim of carjackings, to try and ease the “situation” in Detroit. They showed the unmarked car he was driving...all black crown victoria. I live in Detroit, and trust me, the cops that are in those cars...are not to messed with. EVERYBODY in Detroit know that. They are a plainclothes, elite unit,..badasses.
I guess in Detroit its like jaywalking or something.

In Russia, when I see a cop car, I also slow down. But the funny this is, it doesn’t matter!
The cops who are driving don’t care about other drivers - it’s not their responsibility. The police and traffic police have two different responsibilities.
It’s the guys standing on the side of the road (holding the black and white sticks) that drivers have to worry about.
How do they stop you?
They stand out in the street and wave the stick. People usually obey.
There are usually two of them. One is on the street, the other is sitting in the car, writing up the violators.
If you drive by the cop and don’t stop, I imagine that the second cop in the car can drive after you. (In all my years here, I’ve only seen it happen once!)
In the same way as they do in the USA, I guess. On I-5, for example, CHP officers sometimes hide behind overpasses, or in bushes on the center divider. It's easier on them (no need to drive,) and they observe more cars per hour, and it saves fuel, and the officer can relax until the radar starts beeping.
In such cases the officers have their own car prepositioned to give a chase, and as they run for their car they report the incident on the radio for units further down the road to roll out the welcoming mat. An experienced driver who knows all the exits in the area can, perhaps, leave the freeway in time. But those also know where speed traps are. Besides, the officer who chases you is not more than 10-15 seconds behind (that is only 1/4 of a mile!) and his car is faster.

Actually he’s been a very solid police chief. He’s taken actions that have long needed to be taken like stripping the mayor’s security from 20 officers to 6. Fining officers for wasting resources (Showing up for simple investigations by the dozen) He’s even trying to criminally charge 911 dispatchers for lying to callers. He’s encouraged people to take care of their own security and even arm themselves if need be. And one that should send the whiney libertarians off the rails, he’s restarted the stop and frisk policy ended by Coleman Young.
I remember this story when it happened and despite the super cops of FR, he did all he could do which was exactly what most people would do 9 times out of 10. Unless you have a gun in hand and ready, you’re not going to do much when someone appears in your window with a gun.
