Urban Shield has grown into a comprehensive, full-scale regional preparedness exercise assessing the overall Bay Area UASI Region's response capabilities related to multi-discipline planning, policies, procedures, organization, equipment and training. Urban Shield continues to test regional integrated systems for prevention, protection, response and recovery in our high-threat, high-density urban area. The exercise evaluates our existing level of preparedness and capabilities, identifying not only what we do well, but areas in need of improvement. The previous years' After Action Reports are referenced and used to assist in prioritizing upcoming expenditures possible for the region so we may become more prepared for any type of critical event or incident in our area.

This is the one reason that I try not to panic about the government buying millions of rounds of hollow points. The might be needed to stop the zombie hordes of Obama son’s and daughters.

If one cared to investigate what the effect of this would be if an emergency occurred, he/she need only to look back at New Orleans police did in the aftermath of Katrina.
In this Obama Day and Age where the DHS has stockpiled billions of rounds of ammo, bought thousands of assault rifles (they call them personal defense weapons), black helicopters, hundreds of thousands of sets of pepper spray and crowd containment devices, MRAPs, black helicopters, Predators and the like, what the hell kind of ‘shield’ can one expect from local government?
Practice for large-scale martial law.
It could work both ways if you have an opportunity to study their tactics.

The National Civilian Defense Force, that the Current Occupant now squatting in the White Hut (or “Spite Hut”) promised would be “as well funded as the military”, has been assembled right under our noses. In those urban regions which have declared themselves to be “sanctuary cities”, the military is already largely despised, and the police force is regularly demeaned and ridiculed by the urban guerrillas of the left.
“Under the radar” largely describes what the Current Regime has been doing right along. If not for stealth, they would have no effective strategy at all.

The sad and scary thing is that we will need some type of force to handle the gangs of looters that will destroy the cities and then move to the suburbs and then to the country sides when things do go bad.
Chances are the hordes will be stopped within a hundred miles or two of the big cities as they run into well armed country folk, but still, the destruction and death in the cities will be historic.

Forgive me, but I do believe you’ve got it backwards. The government doesn’t intend to handle the roving hordes. It simply cannot. All indications are the government seeks to protect itself, and maintain continuity of its operations. The president, his cabinet, the congress and staff will be well cared for within hardened facilities, and fed from well stocked larders. Those billions of rounds of ammunition will be used to protect itself, as it feeds you and yours to the roving hordes.

Continuity ops are going to be the order of the day. The ammo stocks aren’t going to be used against the hordes, because the hordes are working for .Gov - paid for by free $hit.
When the Free $hit Army comes boiling out of the urban kraals, they aren’t coming after .Gov - after all, they’ve been weaponized for a different purpose.
Chances are that the looting hordes won’t make it further than 10-15 miles from their starting points. There’s going to be a LOT of competition for territory and loot. That’ll whittle the numbers down considerably. The survivors will start to move outward, looking for food. And will fight over it. Which will whittle down the numbers even further.
The remaining survivors will then have to walk ... in small groups ... further out. While hungry and very, very thirsty. And these won’t be folks who are well acclimated to either. They’ll just start going Donner Party on one another rather than continue pressing forward.
