ANNAPOLIS, Md. (AP) — Days after a Republican was elected mayor of Annapolis, City Council members say they will revisit legislation that would strip the mayor’s office of much of its power.
Democratic Alderman Ross Arnett of Ward 8 tells The Capital he will introduce a charter amendment to move Annapolis to a council-manager style of government. The city manager would report directly to the City Council, not the mayor.

They’re punishing the mayor for being a Republican. That’s a federal lawsuit in the making.

Wasn’t it not too long ago that a legislature stripped a Republican governor of the authority to appoint a replacement US senator? And then, after the new governor, a Democrat, was elected, they gave the power back to him.

Well, it violates the constitutions incumbrance clauses for bodies like Congress and the Senate and certain executives and judiciaries.
But I don’t know if City charters have similar clauses, or rules about lame duck sessions that may prohibit certain types of legislation, but if the State Constitution has similar clauses then no, it wouldn’t be legal.
Worst case is it’s merely violates the “spirit” of whatever charter/constitution they are using — because we know that Democrats have no problem with violating the “spirit” of laws in order to assume more powers.

The major elect ran and was elected to a legally defined office. One would think that any changes would have to be prospective, not retroactive. Otherwise, one would be nullifying an election.

Yep. Happened in Massachusetts.
Mitt Romney was the governor. Ted Kennedy had died. They didn’t want Republican Romeny appointing even a token RINO for the few short months up to an election.
Scott Brown, a token RINO, won and later lost to Chief Fauxcahauntus, aka Lizardbreath Warren.
When Devil Patrick (Communist) was elected governor of Massachusetts, the legislature passed a new law allowing the governor once again to appoint vacant Senate seats.
