Convention of States Handbook (Handbook Version 2.0 is Here!)
Convention of States ^ | November 13th, 2013 | COS Project Team

Posted on 11/13/2013 2:16:09 PM PST by Jacquerie

This is not a partisan issue. Washington, D.C., will never voluntarily relinquish meaningful power—no matter who is elected. The only rational conclusion is this: unless some political force outside of Washington, D.C., intervenes, the federal government will continue to bankrupt this nation, embezzle the legitimate authority of the states, and destroy the liberty of the people. Rather than securing the blessings of liberty for future generations, Washington, D.C., is on a path that will enslave our children and grandchildren to the debts of the past.

We believe our strategy gives us an almost-certain chance of success. Two goals separate our plan from all other Article V efforts:

1. We want to call a convention for a particular subject rather than a particular amendment. Instead of calling a convention for a balanced budget amendment (though we are entirely supportive of such an amendment), we want to call a convention for the purpose of limiting the power and jurisdiction of the federal government.

2. We believe the grassroots is the key to calling a successful convention. The goal is to build a political operation in a minimum of 40 states, getting 100 people to volunteer in at least 75% of the state legislative district (that’s 3,000 districts). We believe this is very realistic. Through the support of the American people this project will succeed.

Handbook Action Steps:

Ultimately, the success of a Convention of States depends on the citizens of the United States. The grassroots will be the engine that drives this project. If Americans are willing to sacrifice their time and energy, there is still a chance to halt the tyrannical abuses of the federal government. In each state, we will appoint three statewide volunteer leaders: the State Director, Legislative Liaison, and Coalitions Director. These individuals will organize the movement across the state, coordinating volunteers, connecting with state legislators, and building the grassroots network.

In each state legislative district, a District Captain will be appointed to coordinate and mobilize volunteers in their district. There are a number of ways volunteers will be able to be involved in helping move the project forward:

• Recruiting friends, family, neighbors and co-workers to join the effort.

• Writing letters, making calls, and/or visiting state legislator’s offices to encourage them to support a Convention of States.

• Attending legislative hearings to show support for a Convention of States.

• Working on campaigns to elect candidates who support the cause.

• Organizing and speaking at events in your area as a representative for COS.

For more information about leadership job descriptions and volunteer opportunities visit www.conventionofstates.com.

The Founders gave us the tools to curb the federal abuse of power. It’s time we stand up and use them to preserve liberty—not only for ourselves but for posterity.

It has already begun:

They have almost 30 state directors and over 100,000 volunteers. They want 400,000 in 4000 precincts in 40 or 42 states. They just started and it’s going well.

You're right. That one got by me unnoticed.

Any amendments offered should be made with the purpose of our government in mind. For us, it is to secure our natural rights. That stands foursquare against what our oppressors in Washington are doing to us.

The strategy of calling a convention for a particular subject area rather than particular amendments is a wise move. COS suggests the states convene for the purpose of limiting the power and jurisdiction of the federal government.

THAT entails hundreds of laws and judicial decisions these past hundred years. By that approach, it will be far easier to get 34 legislatures to pass identical resolutions.

There is a whole lot of educating that needs to happen.
Amongst ourselves, amongst our acquaintances, and amongst out state legislatures.

This is talking about halting globalization and Agenda 21. It will have many well financed international and national opponents who are currently supporting those ideas. The primary supporters we would be opposing are the Council on Foreign relations. This is going to be a long and bloody fight.

Name me any issue that needs addressed or potential amendment a convention would produce that 38 states will agree on and ratify.

It is a brilliant approach. And I have no doubt it will work. You can expect more and more RAT panic as this builds momentum. After the meeting at Mt. Vernon, where the RATS will understand that this is real, they will go absolutely ballistic. Effectively utilizing ARTICLE V. can undo the Progressives’ war on the Constitution that has raged for a hundred years. THEY WILL NOT TAKE THIS LYING DOWN. It will take enormous courage on the part of the state legislatures: the international LEFT, the globalist movement, and the Jihadists will all attack with everything they have. IT WILL BE VICIOUS.

I have two more reference works in addition to what the able Jacquerie has posted in this thread.

The first is from the American Legislative Exchange Council, a conservative pro-business group. This document has been sent to every state legislator in the country.

Proposing Constitutional Amendments by a Convention of the States: A Handbook for State Lawmakers

The second is a 1973 report from the American Bar Association attempting to identify gray areas in the amendatory process to include an Amendments Convention. It represents the view of the ruling class of 40 years ago. While I don't like some of their conclusions, they have laid out the precedents that may justify those conclusions. What I respect is the comprehensive job they did in locating all the gray areas. They went so far as to identify a gray area that didn't pop up until the Equal Rights Amendment crashed and burned a decade later. Even if you find yourself in disagreement with their vision, it's worth reading to see how the ruling class will try to dominate an Amendments Convention.

Term limits?
Limiting Federal power to take private property?
Limiting Taxation?

What would you like to see?

Name for me the individual in 1913 who predicted the government would eventually regulate toilet and auto design, would determine CO2 to be a pollutant, sanction the murder of 40+ million babies, force Americans to buy health insurance, leave our borders open, and invite murderous islamists into the White House.

No thanks.

I have a well-thought opinion as to what needs to be done, but I'm not Nostradamus and will not predict what, if anything will be done.
